Saudi Council of Engineers Announces Regulations and Conditions Governing Candidate Introductions in Board of Directors Elections


The Saudi Council of Engineers, in cooperation with the Ministry of Municipalities and Housing, announced the regulations and conditions governing the introduction of candidates in the Council’s Board of Directors elections. This aims to regulate electoral campaigns and ensure compliance with professional standards that promote integrity, transparency, and equal opportunities among all candidates. The candidate introduction period and electoral campaigns will run for 12 days, from 15 December to 27 December 2025. 

 

The regulations governing candidate promotion require compliance with applicable laws, regulations, and professional codes of ethics, respect for public order and societal values, and refraining from any form of offense against engineers or engineering entities. Candidates are also required to engage in fair competition, avoid any content that may harm others or violate public decency, adhere to the specified campaign period, and cease all promotional activities 24 hours prior to the start of voting. 

 

The Supervisory Committee for the Elections further clarified that candidates must comply with the candidate introduction controls stipulated in Article (11) of the Executive Regulations of the Saudi Council of Engineers Law and avoid prohibited practices, foremost among them any actions that undermine public order or incite discord or disputes of a tribal, regional, or sectarian nature. Any form of direct or indirect offense against voters or candidates is also prohibited. 

 

The Committee emphasized the prohibition of using government or private television channels for electoral advertising, whether inside or outside the Kingdom. It also prohibited conducting any electoral activities within mosques, public facilities, educational institutions, houses of knowledge, or associations. In addition, the use of the State emblem or flag, any government logo, the Council’s logo, religious, historical, or tribal symbols, or images of public figures in electoral campaigns is strictly prohibited. The Committee also confirmed the ban on receiving any external support and on forming alliances or joint promotional materials between candidates, in order to safeguard the integrity of the electoral process and ensure equal opportunities. 

 

The Committee noted that the approved channels for candidate promotion include local newspapers, specialized magazines through professional articles, as well as candidates’ official social media accounts and personal websites, which are considered the officially authorized platforms for introducing candidates and their electoral programs. 

 

The Saudi Council of Engineers affirmed that the implementation of these regulations forms part of its efforts to ensure that the electoral process is conducted in a fair and professional manner, enabling voters to clearly review candidates’ programs and make informed decisions that contribute to the development of the engineering profession and the strengthening of professional governance principles within the sector. ​
