The statute of Saudi Council of Engineers, established under Royal Decree 36/M, empowers it to establish governing policies and criteria for engineering practice in Saudi Arabia, and Article 27 of its bylaw stipulates that all engineers who practice the profession in the Kingdom of Saudi Arabia must be registered with the Council.

Objectives of professional registration:

  1. Assessment of academic qualifications and practical experiences of engineering practitioners.
  2. Maintain continuous professional development in order to improve the skills of engineers and follow the developments in the field of specialization.
  3. Provide and apply the best professional practices by engineers to achieve the protection of society and ensure its well-being.
  4. Create a registry of engineers with validated qualification level and professional experiences.

 

Professional registration requirements:

  • Obtain the necessary scientific qualification in one of the engineering disciplines (Bachelor of Engineering or equivalent)
  • To sign on Authorization and Agreement.
  • Provide necessary documents to complete the registration process (ID / No. border, passport, academic record).
  • Pay the required membership fees.

 

Renewal of Professional registration:

  • Apply for e-renewal through the e-portal of the Council.

 Professional grading requirements:

Associate Engineer:

In addition to the basic requirements, documents of certified professional experience in the same field for a minimum of four (4) years are required and to be submitted online.

Professional engineer:

In addition to the basic requirements, documents of certified professional experience in the same field for a minimum of nine (9) years are required and to be submitted online.

Consultant engineer:

In addition to the basic requirements, documents of certified professional experience in the same field for a minimum of nineteen (19) years are required and to be submitted online.

 

Types of memberships:

Full membership:

Professional registration only for Saudis, for a period of 3 years, costs 1250 SAR, at grade of "Engineer".

Expat Engineer with Engineering Profession:

Professional registration only for Non-Saudi engineers whose residence permit/visa carries "Engineer" profession, for a period of 3 years, costs 1250 SAR, at grade of "Engineer".

Expat Engineer with Non-Engineering Profession:

Professional registration only for Non-Saudi engineers whose residence permit/visa carries a profession other than engineering, for a period of 3 years, costs 1250 SAR, at grade of "Engineer".

Non-Resident Foreign Engineer:

Professional registration only for Non-Saudi engineer who currently does not possess residence status in Saudi Arabia, but invited to work by a Saudi employer; membership is valid for 3 years and costs 1250 SAR, at grade of "Engineer".

Student membership:

It is a free membership for students who are currently pursuing engineering education. Valid for one year, and renewable.

Technician Membership:

For holders of engineering qualifications lower than a bachelor degree; valid for one, two, or three years, at 600.00 for first year and 100.00 SR for subsequent years each.

Interested in Engineering:

A membership given to individuals who do not possess engineering certificates but are keen and active in engineering; valid for one year, costs 100.00 SR, renewable.

 

Membership Card and Certificate 

Membership card and certificate are issued after assessment and verification of the submitted academic credentials for genuineness from the issuing institute/university. This process may take up to three months.

Certificate and card could be collected from SCE offices or request for a courier delivery through the personal account at SCE e-portal upon payment of 50.00 SR against courier service charge, payable through SADAD. Expected normal delivery period is 7-10 working days.

Profession Change:

Profession change from non-engineering profession to Engineering profession:

Expat engineers who enter the Kingdom with a non-engineering visa, and willing to practice engineering, should apply for profession change after the initial acceptance as a member in the Council and the payment, done online through the portal of Labor Office. No document/letter from SCE is required.

Profession change from engineering profession to non-engineering profession:

Any expat who enter the Kingdom with an engineering profession visa, and applied to SCE, but rejected due to non-compliance, should apply for profession change to an appropriate non-engineering profession through the Labor Office. A temporary approval for 10 days will be granted for the legal process upon submission of a written agreement by the employer.

Passport update:

  • If an engineer, who had a non-engineering profession in his visa/Iqama and changed his profession to "engineer" through Labor Office, should update his passport status at his profile at SCE e-portal.
  • The member should update his passport status at his profile at SCE e-portal immediately after each Iqama renewal.


American professional tests in cooperation with NCEES: (PE – FE)

Requirements for attending (FE) test plus the NCEES requirements

-A valid membership in the Saudi Council of Engineers (SCE)

-A valid ID

-Select the desired FE test

1500 SR - test fees bill shall be issued (there are fees required for NCEES)

The (FE) test is available online throughout the year (online exam) at test centers in Dammam and Riyadh.

The required steps to apply for attending the test:

-Apply for attending the test via the web page specified for engineers on the SCE website
-Paying 1500 SR bill.
-The bill can be paid via Sadad service (ATM/online banking)
-Register here (http://ncees.org/supplemental/launch-login/). NCEES
-Pay the NCEES bill (250 USD).
-Notify nceesexams@saudieng.sa when you pay the bill and add a reference number for NCEES (xx-xxx-xx)
-The SCE will review the application

-The test result will be made available on the MyNCEES website after a week of taking the test

Requirements for attending (PE) test plus the NCEES requirements:

-A valid membership in the Saudi Council of Engineers (SCE)

-A valid ID

-The applicant must pass (FE) test first

-Practical experience in the same discipline not less than 4 years after graduation

-Apply for attending the test via the web page specified for engineers on the SCE website

-2500 SR- test fees bill will be issued


The required steps to apply for attending the test:

-Apply for attending the test via the web page specified for engineers on the SCE website

-A 2500 SR - bill will be issued after validating the conditions.

-The bill can be paid via Sadad service (ATM/online banking)

-Notify nceesexams@saudieng.sa when you pay the bill and add a reference number for NCEES (xx-xxx-xx)

Visit the web page specified for engineers at  MyNCEES website and select the test

-Pay the NCEES bill (350 USD).

-Notify nceesexams@saudieng.sa when you pay the bill and add a reference number for NCEES (xx-xxx-xx)

-The SCE will review the application

-Download and read the updated version for "NCEES Examinee Guide" available on http://ncees.org/exams/examinee-guide/

-Attend the the test on time

-You will be notified of the test result by NCEES or you can view the test via MyNCEES

Qiyas Exam:

Based on the SCE commitment to develop the engineering profession and improve the engineers, develop their skills and professional technical abilities, increase competition among themselves, and invest in their professional specialties. 

The SCE is pleased to announce that registration is open for the first test of Fundamentals of Engineering (FE) in collaboration with the National Center for Assessment and Evaluation (QIYAS).

Registration for professional tests is open to all engineers and for all age groups, and to attend the test it is required to obtain a university degree in engineering and a valid SCE membership.
